Background
The town of New Brighton is located on the tip of the Wirral Peninsula in the North West of England. Like many coastal towns across the UK, it has suffered decline in recent years in the face of changing leisure markets.
Wirral Borough Council and its appointed developer, Neptune, have produced a masterplan for the area - Brand New Brighton - which proposes a £60m mixed use re-development across 25 hectares of the New Brighton waterfront.
The vision includes new housing, leisure and retail facilities - a mix of uses that will help to broaden New Brighton's economic base and ensure its sustainability over the coming years.
Role
Inner City Solutions was commissioned by Wirral Council to identify and secure major public sector investment as part of the Brand New Brighton proposals.
This included identifying scheme elements that were eligible for public sector investment, and matching these to the strategic criteria applied by funding bodies such as RDA and Government Office. Inner City Solutions has made the economic case for investment based on the additional GVA which will be secured for the sub regional economy, which is encapsulated in business plans to support the individual funding applications.
Delivery
Inner City Solutions is seeking to secure approximately £11m of public sector funding towards the full implementation of the Brand New Brighton scheme:
- £3.75m from the Mersey Waterfront Regional Programme, (sponsored by the Northwest Development Agency), to support the costs of a £13m programme of public realm and infrastructure improvements
- £4.5m from the Merseyside Objective One programme, principally to support the £9m redevelopment of the Floral Pavilion Theatre complex.
