Background
Bradford Centre Regeneration, (an Urban Regeneration Company) established a Strategic Vision and Masterplan Framework which provides a pivotal focus for the future development of the city. One of the key sites within the Masterplan is the site of the former Odeon Cinema (originally called New Victoria) which was built in 1928 and at the time was the largest of its kind outside London. It has not been in use since 2000 and stands derelict.
Given the importance of the site in the wider regeneration plans, Bradford Centre Regeneration undertook a design-developer competition to seek proposals which would build upon the heritage of this building and create a scheme which would live up to the city's future aspirations and act as a centrepiece for Bradford's re-emerging city centre.
Role
Inner City Solutions was appointed by Bradford Centre Regeneration to manage the final stages of the design-developer competition with three shortlisted bidders. Our role included working with a multi-disciplinary team to assess the final bids against the scoring criteria set out as part of the OJEU process, including design, financial, legal and cost.
Delivery
A team comprising Langtree Group and Artisan with Cary Jones architects were selected as the preferred bidder for the former Odeon site with a £30 million scheme called New Victoria Place comprising over 200 apartments, a 100 bed hotel and 75,000 sq ft of office space (with ancillary retail).
Inner City Solutions was further retained by Bradford Centre Regeneration to provide development management services during which a design review process and stakeholder consultation took place. The development management role included the management of an expanded multi-disciplinary team which took the preferred bidder through the drafting of the legal agreements and to the stage where New Victoria Place could be submitted for planning.
