Background
West Kirby Marine Lake is set on the very tip of the Wirral Peninsula with stunning views of the Welsh Hills and the Dee Estuary. The 52 acre lake is totally enclosed, mainly non-tidal, offering a range of water sport activities. The Wirral Sailing Centre is run from a building dating from 1965 which was in need of major investment to ensure that the sailing school continues to be a world class facility recognised by the likes of the Royal Yachting Association and the British Canoe Union.
Role
Inner City Solutions was appointed by Wirral Metropolitan Borough Council to provide advice on the procurement of a development partner to provide a new sailing school facility adjacent to the Marine Lake. Our role specifically involved the drafting and agreement of the second stage development and design brief together with the scoring for the selection of the development consortia. In addition, Inner City Solutions worked with a multi-disciplinary team from within the Council to appraise the legal, design and financial elements of the submissions which were received by the shortlisted consortia.
Delivery
A team headed by Carpenter Investments Ltd, who own and operate the award winning Hope Street Hotel in Liverpool was selected via the OJEU process. Their £10 million scheme will provide a new sailing school building with a separate boat storage building and additional retail and café facilities. A design led luxury hotel will be built on an adjacent site which will include a restaurant, bar, spa and conference facilities together with additional retail provision at ground floor level.
The Sailing School and boutique hotel will make a significant contribution to the regeneration of West Kirby providing a destination attraction for the borough, providing around 50 new jobs and will improve the connectivity between the town centre and the waterfront.
