Background
Norris Green is located 3.5 miles north east of Liverpool City Centre. The area is predominantly a residential district and encompasses the Boot Estate, named after its developer and originator Henry Boot who enabled dwellings to be built rapidly owing to the distinctive use of concrete in place of bricks. However, by the 1990's it was decided that the 1,500 pre-fabricated 'Boot' dwellings had surpassed their economic life and would need to be demolished.
In March 2007 'Inliverpool' was established which saw private developer Inpartnership join with Liverpool City Council and assist with its ambitious regeneration strategy for the city. The Boot Estate is one of the first schemes which Inliverpool will deliver.
Role
Inner City Solutions was retained by Inliverpool to co-ordinate redevelopment of the 63 acre former Boot Estate. Our role involved the management of a multi-disciplinary team to establish a neighbourhood plan to govern the future redevelopment of the estate and to ensure that local residents, businesses and other stakeholders were able to understand the proposals put forward and give us their own views and ideas for the future of their area.
Delivery
Inner City Solutions set up a series of specific consultation events throughout the development of the neighbourhood plan for Norris Green. Two venues were chosen to make the consultation events accessible to as many local residents and businesses as possible – the local primary school which was used when parents would be picking up their children, and the local community centre during evening hours to enable those who were working normal office hours to attend.
The information was displayed on consultation boards at each event focusing on key themes of housing, community facilities, transport infrastructure and public realm. Every resident or household was taken personally around the consultation material to ensure that their questions could be answered as fully as possible. Each person who attended was then asked to complete a questionnaire to capture their comments and ideas – we ensured that residents were encouraged to expand on the questions with their own views. Each subsequent consultation event gave feedback on the comments received previously and changes to the neighbourhood plan for the area in response to residents' comments were clearly marked.
As well as the open 'drop-in' events, Inner City Solutions regularly attended established meetings already being held in the Norris Green area to discuss the redevelopment of the estate with local community groups and service providers.
